§ 13-31. Definition.

For the purposes of this article, the term "refuse" shall mean all putrescible and nonputrescible solid wastes, except body waste, including but not limited to the following specified and all other similar wastes: Garbage, household trash, commercial trash, industrial and market waste, yard trash, tree trimmings, debris, metal cans other than bimetal cans used as beverage cans, rubbish, tin cans, papers, ashes, street cleanings and dead animals.

"Swale area" shall mean that area immediately adjacent to the road between the driving surface of the highway and the adjacent private property line.
