§ 15-4. Sewer service rates and deposits.

  • (a)

    There is hereby established and levied a schedule of rates for sanitary sewage disposal service against each and every person owning or using any building in the city, inhabited, used or usable by human beings as a place of residence, business or otherwise, which is connected with or which is available to connect with any line of the sanitary sewerage system. Such rates shall be for all customer classes and include two (2) rate structure components: i) a monthly base charge per account that does not vary by flow (serves as the minimum bill); and ii) a volumetric or usage charge based on monthly metered water use that serves as a proxy for wastewater flow allocable to the premises being served. The applicable rates are identified in the following table:

    (1)

    Notwithstanding the above, the maximum fee for single-family residence occupancy shall be based on fifteen thousand (15,000) gallons of water consumption per month.

    (2)

    Industrial wastewater service rate to be determined on an individual basis according to volume and characteristics of wastewater.

    (3)

    Other uses. Any customer for which no schedule directly applies shall use the commercial rate schedule noted in the Sewer Rate Table above.

    (4)

    Newly-constructed buildings. Charges for any sanitary sewage disposal service to newly-constructed buildings shall commence on final inspection of the buildings or upon the issuance of a certificate of occupancy by the building department, whichever event occurs first.

    (5)

    When the city does not provide water service, a sewer deposit fee will be required as follows:

    a.

    Residential—Property owner account ..... $80.00
