§ 18-1. Purpose.

  • The procedures outlined herein for administering, evaluating, and implementing applications for residential traffic calming and street closures apply to the proposed modification of local streets within residential neighborhoods submitted by a neighborhood group. It has been found that limiting traffic through residential neighborhoods alleviates traffic congestion, reduces excessive noise, trash and refuse, reduces traffic conditions hazardous to the health, safety and welfare of persons within residential neighborhoods and helps to limit the opportunity for criminal activity within the neighborhood, all factors which contribute to the deterioration of residential neighborhoods within the city.

    The procedures set forth herein are intended to apply only for residential local streets and are not intended to cover the following:

    (1)

    The modification of any arterial street, a county collector road or state highway;

    (2)

    The modification of local streets within other than a residential neighborhood.

    This section is not intended to limit the city commission from authorizing the implementation of any street closure and traffic calming within the city boundaries upon its own initiative for the health, safety and welfare of the public in accordance with such procedures it so adopts.
