§ 21-20. Same—Use of white canes.

  • (a)

    For the purpose of guarding against accidents in traffic on the public streets, it shall be unlawful for any person, except pedestrians wholly or partially blind, to carry or use on the public streets of the city any cane or walking stick which is white in color, or white with a red end. Canes or walking sticks as herein described may be used on the streets and other public places of the city by pedestrians wholly or partially blind, as a means of protecting them and for the purpose of identifying them to drivers and operators of vehicles and other pedestrians with whom they come in contact on such streets and public places.

    (b)

    Any driver of a vehicle, operator of a motor-driven vehicle, rider of a motorcycle or bicycle, or pedestrian who is not wholly or partially blind, approaching or coming in contact with a person wholly or partially blind carrying a cane or walking stick white in color, or white with a red end, shall immediately come to a full stop and take such precautions before proceeding as may be necessary to avoid accident or injury to the person so carrying a white cane or walking stick.
