§ 2-5. Public and quasipublic organizations; financial books and records.

  • (a)

    Public and quasipublic organizations are defined as:

    (1)

    All advisory boards as set forth in the charter;

    (2)

    All boards of public or semipublic purpose or function, any or all of whose members are appointed by the city commission;

    (3)

    All organizations whose membership is composed exclusively of city employees or officers.

    (b)

    Each organization mentioned in subsection (a), whose function includes the handling of money, is required to keep proper books and records of all financial matters, on a fiscal year basis, commencing October 1st and ending September 30th of each year, and to keep such books available for inspection by the proper city officials at all times. The city commission may, at its own expense, at any time, audit such books and records.
