§ 6½-11. Definitions.
For the purposes of this article the following definitions shall apply:
(a)
Building . Any business building, nonbusiness building and multifamily building, as hereinafter defined.
(b)
Business building . Any structure, whether public or private, that is adopted for occupancy for the transaction of business, for rendering of professional service, for amusement, for the display, sale or storage of goods, wares or merchandise, or for the performance of work or labor, including hotels, apartment buildings, tenement houses, rooming houses, office buildings, public buildings, stores, theaters, markets, restaurants, grain elevators, warehouses, workshops, factories and all other outhouses, sheds, barns and other structures used for business purposes.
(c)
Nonbusiness building . Any structure, whether business or private, that is used or adapted for the use of human habitation and is not hereinabove defined as a business building.
(d)
Occupant . The individual, partnership or corporation that has the use of or occupies any building, or a part or fraction thereof, whether the actual owner or tenant. In the case of a vacant building or any vacant portion of a building, the owner shall have the responsibilities of an occupant.
(e)
Owner . The actual owner of the building, whether individual, partnership or corporation, including committees and trustees, except trustees under a mortgage or deed of trust.
(f)
Ratproofing . The term "ratproofing" as used herein applies to a form of construction to prevent the ingress of rats into buildings from the exterior, or from one building or establishment to another. It consists essentially of treatment with material impervious to rat gnawing of all actual or potential openings in exterior walls, ground or first floors, basements, roofs and foundations that may be reached by climbing or by burrowing.
(g)
Rat harborage . The term "rat harborage" shall mean any condition which provides shelter or protection for rats, thus favoring their multiplication and continued existence in, under or outside of any structure.
(h)
Rat eradication . The term "rat eradication" means the elimination or extermination of rats within buildings by any or all of the accepted measures, such as: Poisoning, fumigation, trapping and clubbing.
(i)
Health officer . The term "health officer" as used herein means the chief building official of the City of Oakland Park, or the director of the Broward County health department or any duly authorized representative of either.
(j)
Ratstoppage . A method of preventing the ingress of rats from the exterior into nonbusiness buildings, consisting essentially of closing, with material impervious to rat gnawing, all openings in floors and exterior walls and the proper screening of doors and windows within four (4) feet of the ground.
